The amendment made corrections to the Mount Alexander Planning Scheme and implemented outstanding recommendations from the Metcalfe Heritage Study. The Metcalfe Heritage Study was implemented as part of the introduction of the new format planning scheme resulting in a number of anomalies. This included places where the Heritage Overlay was not introduced, or where the Heritage Overlay was mapped to an incorrect area.
Corrections to the Heritage Overlay (HO) schedule and HO planning scheme maps will be predominately in Chewton, Golden Point, Metcalfe, and Barkers Creek.
Fifty six properties are affected by corrections to the Heritage Overlay, or outstanding recommendations of the Metcalfe Heritage Study. The majority of these are corrections of errors in the implementation of the Metcalfe Heritage Study, and translation to the Mount Alexander Planning Scheme. These include:
• HO’s not mapped correctly;
• Heritage places listed in the schedule to the HO but not mapped;
• HO’s mapped with the incorrect HO number;
• HO’s mapped over the incorrect property; and
• Incomplete addresses for heritage places listed in the Schedule to the HO.
Specifically the amendment alters Planning Scheme Maps 5HO, 6ZN, 7HO, 13HO, 16ZN, 19HO, 23ZN, 24HO, 25HO, 30HO, 33HO, 34HO, 36HO, and 40HO, and proposes to add new map 8HO.
The amendment also proposes to rezone four privately owned properties from a public zone to the most appropriate zone, or to amend zoning that does not align with property boundaries, as follows:
