Mount Alexander Planning Scheme
Notice of Approval of Amendment, Amendment C78

The Minister for Planning has approved Amendment C78 to the Mount Alexander Planning Scheme. The Amendment comes into operation on the date this notice is published in the Government Gazette. The Amendment:
• rezones land known as 4 Langslow Street, Castlemaine, from part General Residential Zone and part Industrial 1 Zone to Industrial 3 Zone
• rezones land in Captain Day Road, Campbells Creek, known as Lots 1, 2, 3, 4, 5 and 6 of PS 704374, Crown Allotments 1A, 1, 5, 6, 7, 8, 9, 10, 11, 12, 13 and 14, Section 13A, Parish of Castlemaine, Lots 1 and 2 of PS 402278 and Lots 1 and 2 of PS 439686 from Farming Zone to General Residential Zone
• applies the Vegetation Protection Overlay (VPO) to the above described land at Campbells Creek and inserts a new Schedule 2 to Clause 43.02 VPO into the planning scheme and applies it to the land
• applies the Development Plan Overlay (DPO) to the above described land at Campbells Creek and inserts a new Schedule 10 to Clause 43.04 DPO into the planning scheme and applies it to the land
• amends the Schedule to Clause 61.03 to insert new Planning Scheme Maps No. 32DPO and 32VPO into the planning scheme.

A copy of the Amendment can be inspected, free of charge, at the Department of Environment, Land, Water and Planning website at www.delwp.vic.gov.au/public-inspection and free of charge, during office hours, at the offices of the Mount Alexander Shire Council, Civic Centre, corner Lyttleton Street and Lloyd Street, Castlemaine.

Resilience workshop for small businesses

Have you made a plan to manage your business during a crisis? Come along to this workshop where you will learn how to identify and assess risks, then plan and prepare how to manage them to build business resilience. The workshop will be held at 4.30pm (for a 5.00pm start) on Wednesday 8 November at the Council Chambers in the Civic Centre on Lyttleton Street, Castlemaine. The cost is $30. Have your say on Castlemaine Botanical Gardens

Council is seeking community input to help shape the management and conservation of the Castlemaine Botanical Gardens. Feedback will be used to develop a Conservation Management Plan with recommendations and an action plan to protect natural and cultural features. As a first step Council would like to hear from you about what you love about Castlemaine Botanical Gardens and what you consider important for managing the gardens in the future. The online survey will take 5 to 10 minutes and will close at midnight on Friday 12 November. It is available from the Have Your Say section of Council’s website. Copies are also available at the Civic Centre and Castlemaine Library.

Free green waste disposal period

Shire residents can dispose of green waste for free at the Castlemaine and Maldon waste facilities from Saturday 28 October to Sunday 12 November. Green waste includes grass clippings, wood and tree branches less than 10cm in diameter. The waste must be free of rubbish and declared noxious weeds. Residents are encourage to use this opportunity to prepare their property for the fire season.

Greater Bendigo City Council in its own capacity and acting as an agent for Mount Alexander Shire Council and Macedon Ranges Shire Council, invites Tenders for Provision of Collection of Kerbside Bins, Bulk Haulage and Processing/ Disposal of General Waste, Comingled Recycling and Organics. Greater Bendigo City Council Comingled Recycling Collection, Bulk Haulage and Processing only – CT000362.

The tender closes at 3.00pm on Friday 22 December.

A hard copy can be obtained by contacting the nominated Contract Coordinator, which will incur a non-refundable fee of $50. Format and method for submission is provided in the Expression of Interest / Tender documentation. The lowest or any submission may not necessarily be accepted.

Proposed relinquishment of Crown Land

Council has conducted a review of Crown Land managed by Council. Surplus parcels of land have been identified that Council intends to return to the Department of Environment, Land, Water and Planning (DELWP). DELWP is the default land manager for public land.

Baringhup West Hall (Former Baringhup West School)

Former school building on Baringhup West Road that has been boarded up for a number of years. A centenary plaque is located in the rear yard of the school and this will be relocated to the front, just inside the property boundary.

Baringhup West Gravel Reserve

A former gravel reserve at the southern end of Rumbolds Road (unmade road) adjoining the Loddon River. It is not known when Council last used extracted gravel from this reserve, however there is no formal road access to the site. Council has no plans to extract gravel from this site in future.

Council is seeking public feedback on the relinquishment of management of the two parcels of land. Written submissions should be made by 5.00pm on Friday 1 December.

Check your bushfire risk

Council is urging property owners to check if they are affected by recent changes to the Bushfire Management Overlays in Mount Alexander Shire. The Victorian Government has recently implemented changes to Bushfire Management Overlays (BMO) following a review of bushfire hazard mapping criteria across the state. This means you may now need a planning permit to subdivide land, build a new house or significantly extend an existing house on affected land, in addition to other planning requirements that may apply.

If you are located in a BMO or bushfire prone area, it is strongly recommended you have a bushfire survival plan in place, get advice on the right type of insurance, and take the time to prepare your home and property to manage bushfire risk.

Landowners can check if their property is covered by the BMO by using the Planning Maps Online tool at http://mapshare.maps.vic.gov.au/vicplan/.

The Campbells Creek Community Centre / Special Committee of Council AGM will be held at 7.00pm, Monday 27 November at the Campbells Creek Community Centre.

Have a say on recreation facilities

Have your say on how we can improve local recreation reserves, parks, gardens, tracks and trails. Your feedback will be used to develop a Recreation Services and Infrastructure Plan. The survey is available on the Have Your Say section of Council’s website or at the Civic Centre, Castlemaine Library and community centres. Complete the survey by 5.00pm on Friday 24 November.

Special Meeting of Council

Notice is hereby given that a Special Meeting of Council will be held on Tuesday 28 November 2017, commencing at 6.00pm in the Council Chamber, Civic Centre, Lyttleton Street, Castlemaine. The purpose of the meeting is to hear from any person who made a written submission and has requested to be heard, in relation to the proposed lease of the former Castlemaine Secondary College (35 Etty Street, Castlemaine), in accordance with Section 190 and Section 223 of the Local Government Act 1989.
