Amendment C085 - Proposed rezoning for Diamond Gully Southern Residential Greenfields Area

Amendment C085 proposes to rezone the Diamond Gully Southern Residential Greenfields Area to General Residential Zone (GRZ1) and to apply a Development Plan Overlay (DPO11).

Background to amendment

The Diamond Gully Structure Plan (DGSP) was adopted by Council at the Ordinary Meeting of Council on 12 July 2016 as part of Amendment C056 to the Mount Alexander Planning Scheme.

Amendment C056 was approved by the Minister for Planning on 13 July 2017. This amendment implemented some of the recommendations of the DGSP and included the DGSP and the Castlemaine Landfill Odour and Buffer Assessment, May 2016 as reference documents in the planning scheme. Amendment C085 is the next stage of planning for DGSP area.

What the amendment does

The Amendment rezones the identified land in Diamond Gully from Rural Living Zone (RLZ) and Township Zone (TZ) to the General Residential Zone, Schedule 1 (GRZ1).

The amendment also introduces a Development Plan Overlay (Schedule 11) to the rezoned land, which sets out the requirements for development to be consistent with the Diamond Gully Structure Plan, 2016.

How to make a submission

Any person who is affected by the amendment may make a written submission by 5.00pm, Friday 12 January 2018.

They can be submitted by:

Post: Amendment C085, Strategic Planning, Mount Alexander Shire Council, PO Box 185, Castlemaine VIC 3451.

Email: info@mountalexander.vic.gov.au and include Amendment C085 in the subject field.

In person: Deliver to Mount Alexander Shire Council, Civic Centre, Corner Lyttleton and Lloyd Streets, Castlemaine.

What happens next?

Council will consider the submissions, potentially seek to resolve some or all of the submissions and then determine whether to request a Planning Panel or abandon the amendment.

If a Planning Panel is required, the present Planning Panel dates are:

• Directions Hearing: in the week commencing Monday 26 March 2018.
• Panel Hearing: in the week commencing Monday 30 April 2018.

If no submissions are made or if all submissions are resolved then Council will determine whether to adopt the amendment and send it to the Minister for Planning for approval.
