Combined Amendment C084 - Proposed rezoning and 32 lot residential subdivision application

Amendment C084 proposes to rezone 26 Market Street Harcourt from the Farming Zone to the General Residential Zone (GRZ1). The proposed amendment is a combined amendment which means a planning permit application accompanies it.

Background to amendment

The Harcourt Framework Plan at Clause 21.12-6 of the Mount Alexander Planning Scheme identifies the land for residential expansion and infill. Harcourt has been identified as a place for population growth in the Loddon Mallee South Regional Growth Plan.

What the amendment does

The Amendment rezones land at 26 Market Street Harcourt from Farming Zone (FZ) to the General Residential Zone, Schedule 1 (GRZ1).

What the planning permit application is for

A planning permit is sought for a 32 lot residential subdivision which will have vehicle access from Market Street and Pippin Court and will provide for fully serviced dwelling lots. The subdivision will be undertaken in two stages and will provide a waterway management easement for the watercourse to the north.

How to make a submission

Any person who is affected by the amendment may make a written submission by 5.00pm, Monday 23 April 2018.

What happens next?

Council will consider the submissions, potentially seek to resolve some or all of the submissions and then determine whether to request a Planning Panel or abandon the amendment.

If a Planning Panel is required, the preset Planning Panel dates are:

• Directions Hearing: in the week commencing 16 July 2018.

• Panel Hearing: in the week commencing 13 August 2018.

If no submissions are made or if all submissions are resolved then Council will determine whether to adopt the amendment and send it to the Minister for Planning for approval.
