An incorporated document is a document that needs to be read in conjunction with the planning scheme for the effect of the scheme to be understood. An incorporated document carries the same weight as the other parts of the planning scheme. As part of the planning scheme, the planning authority can only change an incorporated document via a planning scheme amendment.
The following incorporated documents, including the planning scheme amendment which introduced them, are listed at the schedule to Clause 72.04 of the Mount Alexander Planning Scheme. There are also documents which are state or regional level incorporated documents, and are available at Clause 72.04.
Background documents are different to incorporated documents, and can be viewed here. Background documents provide information to help explain why a particular policy or provision has been included in the planning scheme.
