Proposed Budget 2020/2021

Mount Alexander Shire Council has prepared a Proposed Budget for 2020/2021. At a meeting on Tuesday 16 June, Council resolved to exhibit the proposed budget for public comment. Community members are encouraged to review the draft and make a submission.

Copies of the document and a budget summary are available via Council’s website at www.mountalexander.vic.gov.au/HaveYourSay. Printed copies will be available for public inspection during office hours at the Civic Centre in Castlemaine from Monday 29 June or on weekends at the Market Building in Castlemaine. Precautions will be in place to prevent the spread of Coronavirus (COVID-19).

Submissions must be in writing and be lodged by 5.00pm on Wednesday 15 July 2020.

Please address submissions titled 2020/2021 Budget to the Chief Executive Officer, Mount Alexander Shire Council, PO Box 185, Castlemaine, VIC 3450 or email to info@mountalexander.gov.au.

All submissions will be considered in accordance with Section 223 of the Local Government Act 1989. They should indicate whether the person, or a person acting on their behalf, wishes to be heard before Council. Submissions will be heard at a Council Meeting at 5.30pm on Tuesday 28 July.

Council will consider the 2020/2021 Budget at an Ordinary Meeting of Council on Tuesday 18 August. The meeting will start at 6.30pm at the Civic Centre in Castlemaine. Both meetings will be broadcast live to the internet via YouTube. Search Mount Alexander Shire Council.

Coronavirus (COVID-19) update

The Victorian Government has announced the State of Emergency will be extended until 11.59pm on 19 July 2020 in response to the coronavirus pandemic. For more information call the hotline on 1800 675 398 or visit www.dhhs.vic.gov.au/coronavirus.

Council services update

Council is proposing to reopen our Customer Service desk at the Civic Centre from 8.30am on Monday 29 June. Precautions will be in place to reduce the spread of COVID-19. We have reopened play spaces and are working with community and sporting groups on the safe reopening of community halls and sports facilities. Business rebound session

With the reopening of accommodation, eateries and galleries, Council is offering a free workshop to support businesses welcome more visitors to the shire. The Rebound Zoom session is an opportunity for our tourism industry to work together to solve challenges, discuss marketing opportunities and stay informed. The session will be held from 4.00pm to 5.00pm on Wednesday 24 June. Register via www.mountalexander.vic.gov.au/BusinessResources.

View Maldon streetscape designs

Council has received a $4.5 million grant from the State Government to rejuvenate Maldon’s heritage streetscape. The funds will be used towards putting powerlines underground, restoring shopfronts and upgrading public spaces such as footpaths, crossovers, bins and seating. The concept plans are available on Council’s website. If you would like to provide feedback email your suggestions to info@mountalexander.vic.gov.au or send via post. Local laws animal survey

Council invites the community to complete a survey to provide feedback on the control of cats and dogs, as part of a review of our animal control laws. The results will be used to develop a new law known as an Order of Council, under state legislation, for the sensible control of cats and dogs in the shire. The survey looks at things like areas where dogs should be allowed on or off-lead and different times and options for cat curfews. Employment opportunities

Council is recruiting for a number of temporary roles through the Victorian Government’s Working for Victoria initiative. Applicants need to register with Working for Victoria and sign up to the Sidekicker online platform at www.vic.gov.au/workingforvictoria. Roles are updated often so we encourage jobseekers to visit the site regularly.

Council meetings

The next Council meeting is at 6.30pm on Tuesday 21 July. It will be broadcast live via YouTube. Messages must be received by 12 noon on the day of the meeting.

Public notice - Local Law Review

Council’s Local Laws No. 2-6, and the Local Law Procedures, are due to expire (cease effective operation) on 24 November 2020.

A proposed General Local Law 2020 (the Law) has been prepared by Council to consolidate each of its existing Local Laws into one Law, with the exception of the Local Law No. 1, which relates to Council Meeting Procedures. The existing Local Law No. 1 remains unchanged.

The proposed General Local Law 2020 introduces additional clauses to manage new and emerging public safety, amenity, and environmental issues; removes redundant clauses to improve the operation of the Law; and makes other changes to improve how the clauses are read and implemented by Council and the community.

The objectives of the proposed General Local Law 2020 are to provide for:
1) The peace, order and good government of the municipal district
2) A safe and healthy environment so that the community of the municipal district can enjoy a quality of life that meets its expectations
3) The safe, fair and reasonable use and enjoyment of public places
4) The protection and enhancement of municipal buildings, public assets and Council assets and the amenity and environment of the municipal district
5) The safe, fair and reasonable use and enjoyment of property, and
6) The uniform and fair administration of the Law.

A draft of the proposed General Local Law 2020 is available for review through Council’s website at www.mountalexander.vic.gov.au/HaveYourSay. Any person who wishes to make a submission to Council on the updated version may do so in writing by forwarding feedback titled Local Law Review to Mr Jeffry Amy, Coordinator Community Safety and Amenity, Mount Alexander Shire Council, PO Box 185, Castlemaine VIC 3450 or by email to info@mountalexander.vic.gov.au.

In addition to written submissions, there will be an opportunity for submissions to be heard in person at a Council meeting. Any person making a submission is entitled to request in the submission that the person wishes to appear in person or to be represented by a person specified in the submission at a meeting to be heard in support of the submission.

Submitters requesting to be heard will be advised of the day, time and place of the relevant Council meeting. Written submissions must be received by 5.00pm on Friday 31 July 2020.
