Annual Renewal Program - Footpaths

Mount Alexander Shire Council delivers an ongoing Annual Footpath Renewal Program focused on maintaining, upgrading and improving the safety, accessibility and usability of the shire’s existing footpath network.

This program is dedicated solely to the renewal of current footpaths - it does not provide funding for the construction of new footpaths. Any new footpath links, missing connections or network expansions must be considered and funded separately by Council through other capital works programs.

Each year, Council identifies priority footpath sections for renewal using a structured assessment process. This includes reviewing asset condition audit data, undertaking site inspections, and considering factors such as community benefit, safety, accessibility, and available funding. This ensures that renewal works are directed to the locations where they will have the greatest impact.

The Annual Footpath Renewal Program may include works such as:

• Footpath reconstruction — replacing worn or damaged footpaths with new surfaces that meet current standards.
• Accessibility upgrades — installing compliant kerb ramps, tactiles and improving gradients to support people of all abilities.
• Kerb and drainage improvements — renewing kerbs, pram crossings and associated concrete works to improve safety and water flow.
• Street furniture reinstatement — ensuring items such as bins, bicycle racks, benches and signage are reinstated or upgraded as required.
• Community and business liaison — maintaining access to properties and keeping the community informed before and during construction.
• Service proving — locating underground services to ensure works are delivered safely.

Footpath renewal works are generally undertaken without the need for external design, with Council officers preparing sketches and mark‑ups in line with the Infrastructure Design Manual (IDM) and Council’s material and style guidelines.

• Footpaths are typically finished in standard black asphalt for durability and consistency across the network.
• Kerbs, pram crossings and driveways are constructed in standard concrete, with exposed aggregate used where specified.
• Tactile Ground Surface Indicators (TGSIs) are installed to meet AS/NZS 1428.4.1:2009 accessibility requirements.
• Existing street furniture is reinstated in accordance with manufacturer guidelines unless otherwise specified.

Works were completed in February 2026

• Mostyn Street: Renewal of the eastbound asphalt footpath between the property boundaries of 31 to 53 Mostyn Street in Castlemaine.
