Not all roads are suitable for resealing. If a road’s condition has deteriorated beyond the point where a new surface layer would be effective, it may require more substantial pavement rehabilitation. In these cases, resealing would not address the underlying structural issues.
When a road is assessed as being past the resealing stage, Council may instead consider:
- Pavement patching or stabilisation — strengthening the existing pavement to restore structural integrity.
- Full pavement reconstruction — rebuilding the road base and applying a new sealed surface.
- Targeted heavy patching — repairing large, failed sections before future resealing can occur.
- Drainage improvements — addressing water issues that may be contributing to pavement failure.
These works fall under separate capital renewal or upgrade programs, as they involve significantly more time, cost and engineering design than a standard reseal. Roads in this condition are prioritised based on safety, traffic volumes, asset condition and available funding.
