Mount Alexander Shire Council delivers an ongoing Annual Road Resealing Program to maintain and extend the life of the shire’s existing sealed road network, which spans approximately 730 kilometres across the municipality. This program is dedicated solely to the resealing of current sealed roads.

Note: It does not fund the sealing of new roads or the upgrade of unsealed roads to sealed standard - those works require separate Council funding and are delivered through other capital programs.

Resealing is a vital part of Council’s long‑term asset management strategy. It restores the protective surface layer of a road, helping to prevent water penetration, reduce deterioration, improve safety and maintain ride quality. This is different from new road sealing, which involves constructing a sealed surface where none previously existed.

This program is supported by the Federal Government’s Roads to Recovery Program, enabling Council to deliver timely and cost‑effective renewal works across the network.

How roads are selected for resealing?

Each year, Council identifies priority reseal sites through a structured assessment process that includes:

  • Reviewing asset condition audit data
  • Conducting ground‑truth inspections of shortlisted sites
  • Considering safety, traffic volumes, community benefit and available funding

This ensures resealing is delivered where it will have the greatest impact on network performance and longevity.

What the program typically involves?

The Annual Road Resealing Program includes a range of activities required to prepare, seal and finish each road section. These may include:

  • Traffic and environmental management planning — preparing plans to ensure safe and compliant work zones.
  • Surface preparation — sweeping, cleaning and removing loose material to ensure a quality bond.
  • Seal design — determining the correct binder and aggregate application rates based on site conditions.
  • Binder and aggregate application — spraying bitumen, spreading aggregate and rolling to achieve a durable surface.
  • Use of recycled materials — incorporating sustainable products where suitable.
  • Line marking reinstatement — replacing all pavement markings and raised reflective pavement markers (RRPMs).
  • Aftercare and sweeping — removing excess aggregate and ensuring the road is safe for traffic.
  • Quality testing and record keeping — confirming the seal meets required standards.

Why resealing matters?

Regular resealing is one of the most cost‑effective ways to maintain the shire’s extensive sealed road network. It:

  • Protects the underlying pavement
  • Reduces long‑term maintenance costs
  • Improves safety and skid resistance
  • Extends the life of the road by many years

By investing in resealing each year, Council ensures that the community continues to benefit from a safe, reliable and well‑maintained road network.

When a road is too deteriorated to reseal?

Not all roads are suitable for resealing. If a road’s condition has deteriorated beyond the point where a new surface layer would be effective, it may require more substantial pavement rehabilitation. In these cases, resealing would not address the underlying structural issues.

When a road is assessed as being past the resealing stage, Council may instead consider:

  • Pavement patching or stabilisation — strengthening the existing pavement to restore structural integrity.
  • Full pavement reconstruction — rebuilding the road base and applying a new sealed surface.
  • Targeted heavy patching — repairing large, failed sections before future resealing can occur.
  • Drainage improvements — addressing water issues that may be contributing to pavement failure.

These works fall under separate capital renewal or upgrade programs, as they involve significantly more time, cost and engineering design than a standard reseal. Roads in this condition are prioritised based on safety, traffic volumes, asset condition and available funding.
